Opportunities for fiscal devolution drawing on lessons from overseas

In this new report, Professor Colin Copus explores sources of funding available to local government internationally, and argues that if devolution is to bring about a fundamental change in the relationship between the centre and local government and in the governance of England, devolution must embrace a radical change to the sources of finance available to local government
and provide it with greater fiscal autonomy.
